A statement at the time said the agreement was incompatible with U.S. sovereignty and that “our immigration policy decisions must always be made by Americans and Americans alone.” On 19 September 2016, Heads of State and Government met for the first time at the global level at the UN General Assembly to discuss issues related to migration and refugees. It was a strong political message that migration and refugee issues had become important issues on the international agenda. With the adoption of the New York Declaration on Refugees and Migrants, the 193 UN Member States recognized the need for a comprehensive approach to human mobility and enhanced cooperation at the global level. The compact builds on and was mandated by the New York Declaration on Refugees and Migrants. The United Nations (UN) General Assembly adopted this historic global agreement in 2016; As Ireland`s ambassador to the United Nations at the time, I had the privilege of playing the role of co-facilitator in the negotiations that made it possible. In Finland, the government and all other parties approved the treaty, the Finnish party rejected it and demanded a vote in parliament.  The provisions challenged by the Finns in Parliament mean that legal and illegal immigrants would be granted many of the same rights as the right to basic services, that the treaty would not allow the categorical detention of illegal immigrants, and that the treaty would make migration a human right. It was completed by UN member states in July 2018 and is due to be adopted at an intergovernmental conference in Marrakech, Morocco, in December. Belgium: In Belgium, the ruling N-VA party, with its Migration Minister Theo Francken, spoke out against participation, while the other three ruling parties remained in favour, leading to a political stalemate.  All parties (N-VA, OpenVLD, CD&V and MR) had indeed agreed on the pact, and Charles Michel announced Belgium`s positive position at the United Nations General Assembly on September 27, 2018.
 The unfavourable election results for the N-VA and Austria`s position on the pact led the N-VA to change its position. On 4th December Belgian Prime Minister Charles Michel announced that the matter would be put to the vote in Parliament.  On 5 December, Parliament voted by 106 votes to 36 in favour of supporting the agreement.
